The most significant pro-life bill to pass this session, authorized double-homicide prosecutions for the murder of a pregnant woman and her unborn child. Delegate Dick Black's bill, nicknamed the "Laci Peterson Bill" changed the law allowing attorney's to prosecute murders in the death of a mother and her unborn child. The bill passed by a veto proof majority, despite the governor's attempts to water down the language. |
