Delegate Richard H. Black (R-32), a member of the Transportation Committee in the Virginia General Assembly, thanked the Virginia Department of Transportation (VDOT) and State Traffic Engineer J. Lynwood Butner for restricting heavy truck taffic from local Herndon neighborhoods and rerouting them to Rt. 28 and 7.

Local residents were outraged when heavy truck traffic was routed through their residential neighborhoods. The controversy began in December of 1996 as large trucks began rolling through Hiddenbrook Drive and Builders Road. Local residents united in 1998 to force the traffic out of their neighborhood.
The controversy caught the attention of state Delegate Dick Black. He toured the largely residential area last month and met with Supervisor Stu Mendelsohn. After meeting with community representative, Katie Babuska, Delegate Black suggested Routes 28 and 7 as alternatives for truck traffic in a letter he sent to Lynwood Butner, State Traffic Engineer for the Department of Transportation. Following several discussions, VDOT agreed to Black's proposal and convinced Viginia Commonwealth Transportation Board to adopt an alternate route for the trucks.
In a letter to Delegate Black, Mr. Butner wrote "I want to thank you for your input regarding this proposed restriction and providing information relative to the Town of Herndon's objection to identifying the Herndon Parkway as the alternate truck route. As you suggested, the more appropriate alternate route for truck traffic was along Routes 28 and 7."
Mr. Butner added, "Your comments were instrumental in the [ CBT's ] decision to implement this proposed through truck restriction in the Clearview area."
